Abstract
Halk sağlığı açısından ele alındığında insanlara hastalık bulaşımının genellikle hayvanların kesimi, teması ve ürünlerinin tüketimiyle gerçekleştiği düşünülmektedir.Osmanlı Devleti, XIX. yüzyıl sonundan itibaren et ve süt ürünlerinden insanlara bir hastalık bulaşmaması için çeşitli önlemler almıştır. Bu amaç doğrultusunda mandıra ve mezbaha işletmelerine yönelik yeni nizamnameler yayınlamış fakat bunların uygulanması yetersiz kalınca sorunlar çözülemeden Cumhuriyet dönemine intikal etmiştir. Cumhuriyet’in kuruluşundan sonra Atatürk’ün direktifleri doğrultusunda Türkiye’nin ilk modern mezbahasının yapımı 1923 yılında tamamlanmıştır. Süt konusu ise uzun bir müddet daha sürüncemede kalmış, nihayetinde 1935 yılında bir nizamname çıkarılarak ulusal boyutta çözüme yönelik adımlar atılmıştır. Bu bağlamda çalışmanın odak noktasını et ve süt hijyeni oluşturmaktadır. Araştırma, Cumhurbaşkanlığı Devlet Arşivi belgeleri, dönemin basınında yer alan haberler ile mezbaha ve mandıraların işleyişi üzerine kaleme alınan ikinci el kaynaklardan faydalanılarak hazırlanmıştır. Araştırmaya konu olan işletmeler, açılmalarına dair taşımaları gereken koşullar ve çalışma şekilleri üzerinden açıklanmaya çalışılmıştır. Ayrıca araştırmada işletmelerin hazırlanan talimatnameler doğrultusunda hangi şartlarla denetlenmesi gerektiği hakkında da bilgi verilmiş ve böylece halk sağlığı tarihi üzerine yapılacak çalışmalara bir katkı sağlanması amaçlanmıştır.
