Abstract
One element of the organization and activities of municipal governments in Canada is the basis. The important factor in the formation of the contents of organization and activities of municipal government was the introduction of the model “multilevel governance” in Canada. The legal basis is norms of the Constitutional Act of 1867 (the federal level), legislation provinces and territories (level of regions) and by-laws of municipalities (the local level). Regarding the territorial basis of the organization and activities of municipalities, the authorities of the federation, provinces, territories and municipal agencies adopt relevant acts according to various quantitative and qualitative indicators of the subject area. For the effective functioning of the municipal government necessary material and financial conditions were created, which were provided by the federal programs, intergovernmental transfers and local taxes.
