Abstract
Akaan kaupungin vesihuoltolaitoksen verkostojen saneerausvelan arviointityön toimeksiantajana oli Akaan kaupungin vesihuoltolaitos. Tavoitteena oli arvioida verkostojen saneerausvelan määrää ja määrittää sille arvo. Lisäksi tavoitteena oli arvioida saneerausvelasta johtuvia lisäkustannuksia ja niiden vaikutuksia. Saneerausvelkaa laskettiin työssä teoreettisesti viemäriverkoston osalta olettaen, että vesijohdot uusitaan samalla. Saneerausvelan arvoa määritettiin asettamalla putkelle käyttöikä ja saneeraustoimenpiteelle yksikköhinta. \n \nSaneerausvelka on noussut viime vuosina vesihuollon yhdeksi päähuolenaiheeksi. Silti vesihuoltolaitokset eivät ole juurikaan arvioineet omaa saneerausvelkamääräänsä. Valtakunnallisesti saneerausvelkaa on arvioitu Rakennetun omaisuuden tila – raporteissa (ROTI). Akaan teoreettinen saneerausvelka vuoden 2007 lopulla oli 3 778 000 €. Teoreettinen saneerausvelkamaksimi saavutetaan vuonna 2013, jolloin saneerausvelkaa on 8 687 000 €. \n \nMerkittävin ongelma on laskuttamattoman jäteveden huomattava osuus kaikesta jätevedenpuhdistamolle johdetusta jätevedestä, joka viemäriverkostossa lisää jätevedenpumppaamojen energiankulutusta huomattavasti Akaassa. Lisäksi laskuttamattoman jäteveden suuresta osuudesta johtuen Akaassa joudutaan tekemään jäteveden ohituksia, verkostoa joudutaan ylimitoittamaan ja työajan ulkopuolella tapahtuvat työt lisääntyvät mm. viemäritulvien takia. \n \nSaneerausmäärien nostaminen saneeraustarpeen tasolle edellyttää käyttömaksuihin korotuksia. Muutoin vesihuoltolaitoksen maksut eivät kata kuluja. Jatkotoimenpiteiksi esitettiin saneerausvelka-arviointimenetelmien kehittämistä, verkostojen kuntotutkimusohjelman ja pitkäaikaisen saneeraussuunnitelman laatimista.
