Analysis of non-tariff measures on fresh mango exports to Canada under the Free Trade Agreement with Peru for the period 2009 - 2023

Abstract
En el año 2008 se suscribió un TLC con Canadá, el cual entro en vigencia el 2009 el cual ha mostrado un aumento en la comercialización de productos para la exportación e importación. Desde una metodología cuantitativa y el uso del modelo gravitacional la presente investigación tiene como objetivo analizar el impacto de las medidas no arancelarias en el volumen de las exportaciones de mangos frescos (8045020) en el marco del TLC entre Perú y Canadá durante el periodo 2009-2023. Utilizando un modelo de regresión Poisson, se evaluaron las influencias de las medidas sanitarias y fitosanitarias (MSF) y los obstáculos técnicos al comercio (OTC). Los resultados revelaron que las MSF tienen un impacto significativo, mostrando tanto efectos positivos como negativos en diferentes contextos, en el que las medidas sanitarias mostraron un efecto negativo significativo, sugiriendo que regulaciones estrictas pueden imponer costos adicionales que limitan la competitividad. En contraste, los OTC no mostraron un impacto significativo, lo que sugiere que la capacidad de adaptación de los exportadores peruanos puede mitigar los efectos negativos. Los hallazgos comprenden cómo las MNA afectan el comercio internacional de productos agrícolas, destacando la importancia de políticas y estrategias que consideren la calidad y seguridad del producto y la capacidad de los exportadores para cumplir con las regulaciones internacionales.
