A informação é cada vez mais considerada crítica para o desenvolvimento, e as modernas redes de informação, com especial destaque para as infra-estruturas das telecomunicações, ocupam um lugar de grande importância na sociedade moderna, desempenhando um papel de primeiro plano nas transformações económicas e sociais. O mundo está a mover-se rapidamente para um sistema económico baseado na disponibilização contínua e ubíqua da informação. Como meio de transmissão de informação à distância, a tecnologia de telecomunicações transportam os fluxos de informação, favorecendo todo o tipo de actividades: económicas, administrativas, financeiras, culturais, etc. O transporte da informação (fluxos de informação) com rapidez e qualidade são, nos nossos dias, um dos factores-chave para o desenvolvimento das regiões e consequente melhoria da qualidade de vida das populações. A convergência das tecnologias de informação e comunicação (TIC) é um dos principais determinantes do crescimento económico. Este papel importante do conhecimento e da informação tem um impacto significativo nos países em desenvolvimento quando procuram tornar-se participantes competitivos no mercado global. Assim, em particular, o sector das telecomunicações é considerado por muitos autores como o sistema nervoso de uma emergente economia de informação global. Um sector de telecomunicações eficiente permite que as regiões melhorem os serviços básicos (como saúde e educação), aumentem as indústrias existentes (como industria, agricultura e turismo) ou a criação de novas. Para as regiões mais desfavorecidas, é fundamental o desenvolvimento de um sistema de inovação eficaz, que permita o aumento da produtividade, o crescimento económico e que as torne competitivas no mercado global. Neste contexto, surgem algumas questões que motivaram este artigo: Existirá alguma relação entre as infra-estruturas tecnológicas de telecomunicações e o desenvolvimento económico e social das regiões mais desfavorecidas? E qual o contributo que poderá ser dado pelas infra-estruturas tecnológicas de telecomunicações na promoção do desenvolvimento destas regiões?
