BİREYSEL EMEKLİLİK SİSTEMİNDE ESKİ VE YENİ TEŞVİK DÜZENLEMELERİ ÜZERİNE KARŞILAŞTIRMALI BİR DEĞERLENDİRME

Abstract
Bu çalışmanın konusunu, Yeni Bireysel Emeklilik Sisteminin (BES) değerlendirilmesi ve BES teşvik sisteminde yapı-lan değişikliklerin incelenmesi oluşturmaktadır. Çalışma beş bölümden oluşmaktadır: Birinci bölümde, genel hatları ile Türkiye’de BES’e neden ihtiyaç duyulduğu, BES’ten beklenen faydalar ve sistemin genel işleyişi hakkında bilgiler verilmiştir. İkinci bölümde, eski BES’teki teşvik sistemine yer verilmiştir. Üçüncü bölümde, teşvik sisteminde getirilen değişiklikler ele alınmıştır. Dördüncü bölümde, vergi tevkifatına esas alternatif durumlar üzerinden eski ve yeni sistem örneklerle hesaplanarak karşılaştırılmıştır. Yine bu bölümde eski ve yeni sistem, katılımcı sayıları ve katkı payı tutarları üzerinden karşılaştırılmıştır. Beşinci ve son bölümde yeni teşvik sisteminin faydalı olup olmayacağı değerlendirilerek öneriler getirilmiştir. Çalışma bulgularına göre, yeni teşvik sistemi tüketim yerine yatırımı teşvik etmektedir. Çalışmada yeni teşvik sistemindeki asıl önemli hususun doğrudan devlet katkısı olmadığı, vergi tevkifat matrahının değiştirilmesi olduğu değerlendirilmektedir. Birikim yerine sadece getirinin vergilendirilmesi eski ve yeni sistem arasında farklılık yaratmaktadır. Katılımcılar yeni teşvik sistemini olumlu karşılamaktadırlar.
