SECTION 11.Said chapter 548 is hereby further amended by inserting after section 7 the following section :-Section 7A.Bonds issued by the commission under the provisions of this act are hereby made securities in which all insurance companies, trust companies in their commercial departments, savings banks, co-operative banks, banking associations, investment companies, executors, administrators, trustees and other fiduciaries may properly and legally invest funds, including capital in their control or belonging to them.SECTION 12.This act shall take effect only upon its acceptance by all of the member city and towns of the commission, in the case of the city of North Adams, by vote of its city council approved by its mayor, and,
