Except for just cause and subject to the provisions of sections forty-three and forty-five of chapter thirty-one of the General Laws as in effect immediately prior to the effective date of this act, no person who on said effective date holds office or employment under permanent appointment in the official or labor service of the commonwealth, or of any county, city or town thereof, shall be transferred in the official or labor service without his consent in writing.
