nished or services rendered by the city or by any person, natural, corporate or otherwise, holding a concession from the city.SECTION 4. For the purposes of paying all or any part of the costs incurred or to be incurred by to this act, the city of Springfield may borrow from time to time such sums of money as may be necessary, not exceeding, in the aggregate, six hundred and fifty thousand and six hundred and fifty dollars, and may issue bonds or notes therefor, which shall bear on their face the words City of Springfield, Forest'Park Skating Rink, Acts of 1972.Each authorized issue shall constitute a separate loan and such loans shall be payable in not more than fifteen years from their dates of issue.Indebtedness incurred under this act shall be in excess of the statutory limits provided in section ten of chapter forty-four of the General Laws, and the provisions of sections seven and eight of said chapter forty-four shall not apply to such funds or their use.The notes or bonds issued hereunder shall be signed by the mayor and the treasurer of said city, and subject to the provisions of this section shall be upon such terms and conditions as they deem proper; provided however, that such notes or bonds shall not be sold at less than the par value thereof.In the event that the law provides during the year nineteen hundred and seventy-two for reimbursement by the commonwealth of part of the cost of construction of a skating rink by a city or town, the city of Springfield shall be so reimbursed notwithstanding the fact that the plansfor specifications therefor had not been approved in advance by anyf department or agency of the commonwealth and notwithstanding the fact that construction of said rink had been begun by the city of Springfield prior to the effective date of the law providing for such reimbursement.' SECTION 5.This act shall take effect upon its passage.
