Abstract
One of the most common instruments to induce farmers to adopt alternative, more environmentally friendly, production practices we voluntary cost-share programs that involve taxpayers sharing in the cost of adopting such practices. Voluntary cost-share programs are a common policy tool because of their political viability but their effectiveness has been limited largely due to the blanketed approach used to distribute funds. This thesis develops a conceptual model of a typical cost-share program in which the regulator subsidizes ex post the cost incurred for a discrete set of pre-approved abatement practices. Seven lessons that can aid in the design of cost-effective programs are proposed from the model. The results are then used to suggest improvements for the cost-share program implemented in the Grand River Watershed by the Regional Municipality of Waterloo, Ontario.
