Abstract
La politique canadienne d'aide à la démocratie et aux droits de l'Homme s'est beaucoup développée au cours des trente dernières années. Selon certains auteurs, le Canada a développé une politique à deux vitesses qui favorise ses principaux ou potentiels partenaires commerciaux au détriment de leur progrès démocratique. Les cas du Bénin et du Cameroun s'avèrent de bons exemples en ce sens. Au Bénin, un petit pays pauvre du golfe de Guinée, la démocratie et les droits de l'Homme, ont connu une amélioration notable tant au niveau du régime en place que du processus électoral, de la législation et du développement de sa société civile. Cependant, cela ne s'est pas nécessairement traduit par une aide accrue. Au contraire, au Cameroun, un des principaux partenaires du Canada en Afrique, alors qu'on constatait une évolution en dent-de-scie de l'ensemble du cadre politique, l'aide canadienne se maintint et s'accrût même dans certains cas.
