En 1973, les pays arabes exportateurs de pétrole décrètent un embargo afin d'exercer des pressions sur la politique des États appuyant Israël dans le cadre de la guerre du Yom Kippour. L'onde du choc pétrolier provoqué par cette mesure atteint le Québec et conduit les responsables provinciaux à revoir leur attitude à l'égard du conflit israélo-arabe. L'analyse de leurs discours et de leurs comportements dans les décennies précédant et suivant la crise énergétique permet de constater que la réaction des responsables politique du Québec ne relève pas simplement d'une réaction ponctuelle à un stimulus externe. Entre 1944 et 1995, leur attitude changeante témoigne aussi des mutations dans les représentations qu'ils partagent du conflit israélo-arabe. Rythmées par les bouleversements survenant sur les scènes politiques locale et internationale, ces représentations mutent au fil des années et s'organisent de manière cohérente à l'intérieur de trois périodes distinctes. Le conflit se présente d'abord à leurs yeux comme un soulèvement nationaliste localisé, puis comme un antagonisme interétatique d'ampleur internationale et, enfin, comme une crise humanitaire mondiale.
