Abstract
L’ambition de ce travail de recherche est de comprendre si, depuis signature des Accords de Paix de 2016, l’Etat colombien réussi, à travers son Programme de Développement avec Approche Territoriale (PDET), à améliorer sa présence dans les zones les plus touchées par le conflit armé. L’accord aspire à consolider la démocratie et rompre le cycle de la violence en apportant les réponses concrètes aux problèmes spécifiques des zones rurales. Notre recherche explore les raisons historiques, institutionnelles et économiques de la problématique rurale en Colombie avec pour but de comprendre les effets des projet PDET, programme emblématique d’une réforme agraire d’envergure, premier pilier des accords de paix. Enfin en prenant le cas concret de la municipalité de Tumaco, nous mettrons en lumière les projets développés en nous questionnant sur la place reprise par l’Etat. Les nouvelles opportunités, du processus de paix, offre à l’Etat la possibilité de récupérer les prérogatives délaissées aux groupes armées pendant la durée du conflit.
