Abstract
Die Produktionsmöglichkeiten der deutschen Wirtschaft entwickeln sich zusehends schwächer, und Abwärtsrevisionen mit Blick auf das Niveau lassen gegenwärtig die Expansionsspielräume schrumpfen. Die Wachstumsrate des Produktionspotenzials sinkt zum Ende des Jahres 2025 auf 0,2 Prozent und dürfte sich bis zum Ende dieses Jahrzehnts kaum bessern. Damit hätte sich das Wachstum gegenüber dem Vorpandemiejahr 2019 um mehr als einen Prozentpunkt verringert. Hauptreiber dieser Entwicklung ist die alternde Bevölkerung. Das potenzielle Arbeitsvolumen sinkt trotz eines positiven Wanderungssaldos ab dem kommenden Jahr. Auch der Kapitalstock weist im historischen Vergleich recht geringe Wachstumsbeiträge auf. Zusätzlich liegt das Niveau des Produktionspotenzials nun deutlich geringer als noch vor der Pandemie und der Energiekrise geschätzt. Im Vergleich zur Projektion im Herbst 2019 beträgt die Abwärtsrevision rund 3 Prozent, was maßgeblich der schwächeren totalen Faktorproduktivität geschuldet ist. Die wirtschaftlichen Folgen der Dekarbonisierung dürften das Wachstum zukünftig zusätzlich belasten. Bei einer annähernd stabilen Bevölkerungsentwicklung schlägt das schwache Produktionspotenzial voll auf das Bruttoinlandsprodukt je Einwohner durch, das gegen Ende des Projektionszeitraums ebenfalls nur noch mit 0,2 Prozent im Jahr zulegen wird. Die deutsche Wirtschaft befindet sich in diesem Jahr noch in der Rezession. Aufgrund der schwachen Ausweitung der Produktionsmöglichkeiten wird die konjunkturelle Erholung in Spitze nur zu Zuwachsraten des Bruttoinlandsprodukts von kaum mehr als 1 Prozent, bevor es auf den flachen Potenzialpfad einschwenkt.
