Suomi hankki vuoden 1962 tavaraluottosopimuksella Neuvostoliitosta 21 kappaletta ilmataisteluohjuksilla varustettua Mig-21f-torjuntahävittäjää. Hankinta oli tavaraluottoon sidottu suora vastakauppa, jossa puolustustarvikkeet vaihdettiin Suomessa valmistettuihin hyödykkeisiin. Hävittäjän aseistuksen vuoksi Suomen oli saatava Pariisin 1947 rauhansopimuksen sotilaallisiin rajoituksiin uusi tulkinta sopimuksen allekirjoittajamailta. Tämä oli Suomen poliittiselle- ja sotilaalliselle hallinnolle haastava operaatio, minkä aikana hallinnon toimivuus joutui testiin. Noottikriisin kontekstissa Suomen asema puolueettomana valtiona punnittiin. Mig-hävittäjät hankittiin lopulta Neuvostoliitosta ilman koelentoa, vaikka muitakin vaihtoehtoja olisi ollut. Mig-hävittäjä edusti aikanaan Neuvostoliiton kehittyneintä sotilasteknologiaa. Suomen ilmavoimissa Mig-21f-malli palveli vuoteen 1986 saakka.
