ÖzetElazığ İli’ne bağlı Palu İlçesi eskiden coğrafi konumu itibariyle Doğu Anadolu Bölgesi’nde önemli ticaret merkezlerinden biriydi. Palu bölgesi Akkoyunlu Devleti Hanedanı'ndan Ahmet Bey (1379-1403) tarafından yönetilmiş bu dönemde ticari ve stratejik önemini sürdürmüştür. 1514 yılında Çaldıran Seferi’nden sonra Osmanlı İmparatorluğu hâkimiyetine “Ocaklı Palu Hükümeti” statüsüyle girmiştir. Osmanlı İmparatorluğu hâkimiyetinde şehir merkezi hızlıca gelişmiş ve birçok yapı inşa edilmiştir. XVIII. yüzyıla gelindiğinde Palu Hükümeti’nin Çarşıbaşı Mahallesi’nde şehrin her türlü ihtiyacının rahatça karşılandığı tam teşekküllü bir çarşı oluşturulmuştur. Hicrî 1179 (1765) yılında İblaşoğulları (Eblaşoğulları) ailesinden “el-Hac Hasan bin Ali İblaş (Eblaşi) el-Palevi Efendi” otuz adet dükkânını Aşağı Mahalle’de yaptırdığı İblaşiyye (Eblaşiyye) Medresesi’ne vakfetmiştir. İblaşoğulları vakıfname belgesinde Çarşıbaşı Mahallesi’nde bulunan çarşıdaki bazı dükkân sahipleri ile diğer bazı yapıların neler olduğu belirtilmiştir.AbstractPalu Township, formerly attached to Elazığ Province,as its geogrophical position was one of the most important trade centers in Eastern Anatolia Region. The Palu Region was administered by Sir Ahmet (1379-1403) from dynasty of Akkoyunlu State, and it has maintained its commercial and strategic importance. AC.1514M. after Çaldıran Excursion, it fell under domination of The Ottoman empire as Palu Ocaklık Sanjak. The city center developed quickly and many great buildings were constructed while it was under domination of Ottoman Empire. When it was XVIII.century , the quarter Çarşıbaşı of Palu Government, a full-fledged bazaar where all the necessities of the city were conveniently supplied was constitued. In H.1179/A.C.1765 el-Hac Hasan bin Ali İblaş (Eblaşi) el-Palevi Efendi the İblaşoğulları (Eblaşogulları- Kipchaks) family consecrated thirty shops to İblaşiyye (Eblaşiyye) madrasah where was constructed in Aşağı Guarter. The owners of the shops and the other constructions situated in the Çarşıbaşı Guarter were mentioned in the İblaşoğulları foundation document.
