Abstract
Les risques liés à l’interaction entre les presses à injection de plastique et leurs équipements périphériques (ex. : robots, convoyeurs) sont peu connus des gens du milieu et ces risques peuvent mener à des accidents du travail parfois mortels. Cette activité de recherche vise à étudier la sécurité des travailleurs sur des presses à injection de plastique horizontales ayant des équipements périphériques. Elle a pour objectif d’évaluer la sécurité des intervenants dans la zone du moule de ce type de presse, en faisant une identification des risques et une analyse des moyens de réduction de risques pour les tâches de maintenance et de production._x000D_ Une analyse de rapports (dépersonnalisés) d’intervention et d’accident de la CSST, la consultation de normes et de guides sur le sujet ont permis de comprendre les risques auxquels sont exposés les utilisateurs de ces machines. Ces documents ont permis d’être au fait des règles de l’art en vigueur en matière de réduction du risque. De plus, huit visites en usines ont permis d’observer les travailleurs lors de travaux de maintenance et de production. Les travaux de maintenance observés étaient de l’ordre de l’entretien de la presse : polissage du moule, nettoyage du moule. Quant aux travaux de production, il s’agissait d’installation d’inserts, de changements de moule, d’essais de production et de l’opération (production de pièces moulées)._x000D_ Les risques constatés sur le terrain et les moyens de réduction du risque observés ont été répertoriés. L’analyse des moyens de réduction du risque observés a permis de retenir les points forts, tout comme les points nécessitant de l’amélioration. Ces observations ont également permis de caractériser les pratiques d’interventions des travailleurs pour assurer leur sécurité lors de la maintenance et de la production dans la zone du moule de ce type de presse. Trois mesures de réduction du risque caractéristiques ont été identifiées :_x000D_ _x000D_ utilisation d’une procédure « condamnation-cadenassage partielle » : la console ou un protecteur est condamné avec un cadenas pour éviter un démarrage par un tiers ;_x000D_ utilisation de fonctions de sécurité : les travailleurs ont pleinement confiance au système de commande de la presse et ses équipements périphériques pour assurer leur sécurité. Pour accéder à la zone du moule, ils ouvrent des protecteurs mobiles verrouillés ou interverrouillés, utilisent des planchers sensibles détectant une présence dans la zone du moule, utilisent la fonction d’arrêt d’urgence ;_x000D_ inspection : avant d’entrer dans la zone du moule, ils vérifient le bon fonctionnement des moyens de protection installés sur les machines ; et avant d’utiliser des outils de levage pour manutentionner le moule, ils vérifient l’état de ces derniers._x000D_ _x000D_ Aucun cadenassage au sens du Règlement sur la Santé et la Sécurité du Travail du Québec n’a été observé. D’après les participants rencontrés lors des visites, ce cadenassage est appliqué uniquement pour les travaux de maintenance importante ou de réparation. Par ailleurs, la constatation d’une utilisation importante des fonctions de sécurité lors des interventions dans la zone du moule a poussé l’équipe de recherche à questionner les participants sur la fiabilité de ces fonctions de sécurité et sur l’intégration du système de commande des équipements périphériques à celui de la presse. Les intégrateurs rencontrés nous ont souligné les difficultés qu’ils rencontrent pour estimer cette fiabilité : connaissance insuffisante des normes en vigueur par exemple. Afin de les éclairer, un exemple d’estimation a posteriori d’une fonction de sécurité est proposé dans ce rapport afin d’étudier la faisabilité d’une telle démarche et en cerner les difficultés et les limites._x000D_ Note_x000D_ Un guide technique (RG-850 en français, RG-882 en anglais) résumant et définissant les zones à risque et les moyens de réduction du risque pour améliorer la sécurité des travailleurs est également disponible._x000D_ Abstract_x000D_ The risks related to the interaction between plastic moulding machines and their peripheral equipment (e.g., robots, conveyors) are not well known by the people in this industrial community and these risks can sometimes lead to fatal occupational accidents. The aim of this research project is to study the safety of workers using horizontal plastic moulding machines with peripheral equipment. Its objective is to evaluate the safety of the people working in the moulding zone of this type of moulding machine, by identifying the risks and analyzing the means of risk reduction for maintenance and production tasks._x000D_ An analysis of the CSST's intervention and accident reports (depersonalized), and the consultation of standards and guides on this subject provided an understanding of the risks to which the users of these machines are exposed. These documents offered up-to-date knowledge about the current good risk-reduction practices. Also, eight plant visits made it possible to observe workers during maintenance and production work. The observed maintenance work involved moulding machine maintenance: mould polishing and mould cleaning. Production work involved insert installation, mould changes, production tests, and operational tests (production of moulded parts)._x000D_ The noted risks in the plants and the observed means of risk reduction were documented. Analysis of the observed means of risk reduction identified the strong points, as well as aspects requiring improvement. These observations also allowed the characterization of the workers' intervention practices to ensure their safety during maintenance and production in the mould zone of this type of moulding machine. Three characteristic risk-reduction measures were identified:_x000D_ _x000D_ Use of a "padlock-partial lockout" procedure: a padlock is applied to the console or to a guard to avoid start-up by a third party;_x000D_ Use of safety functions: the workers have total confidence in the moulding machine's control system and its peripheral equipment for ensuring their safety. To access the mould zone, they open the locked out or interlocked mobile guards, use pressure-sensitive floors detecting any presence in the mould zones, and use the emergency stop function;_x000D_ Inspection: before entering the mould zone, they verify that the means of protection installed on the machines is operating properly, and before using hoisting equipment to handle the mould, they check the condition of the hoisting equipment._x000D_ _x000D_ No lockout according to the meaning in the Québec Regulation respecting occupational health and safety was observed. According to the participants met during the visits, this lockout is applied only for major maintenance or repair work. Furthermore, the observations of major use of the safety functions during interventions in the mould zone prompted the research team to question the participants about the reliability of these safety functions and about the integration of the peripheral equipment's control system into that of the moulding machine. The integrators who were met emphasized the difficulties that they encounter in evaluating this reliability: insufficient knowledge about the standards in force, for example. To enlighten them, an example of an a posteriori evaluation of a safety function is proposed in this report for studying the feasibility of such a procedure and for identifying its difficulties and limitations._x000D_ Note_x000D_ A technical guide (RG-850 in French, RG-882 in English) resuming and identifying risk areas and appropriate risk reduction measures for improving worker safety is also available in english.
