Abstract
Le but de cet article est d’amorcer une réflexion autour des perspectives de changement qui affectent l’action sociale communautaire et l’intervention auprès des jeunes au Québec. Nous nous intéresserons ainsi à la reconfiguration du secteur communautaire à travers l’exemple bas-laurentien (MRC de La Mitis) où, comme partout ailleurs dans la province, les acteurs sont confrontés à différents changements et aux multiples contraintes de la « rationalisation » des dépenses, plus connue sous le nom d’austérité. Pour réaliser ce travail, nous nous appuierons notamment sur des données collectées auprès d’intervenants qui travaillent avec des jeunes (16-35 ans) en milieu rural dans la région du Bas-Saint-Laurent. Au besoin, nous croiserons ces récits avec ceux de jeunes concernés par leurs services et interventions. Notre objectif sera ainsi de retracer les mécanismes à travers lesquels les changements actuels et les mesures d’austérité affectent la mobilisation des acteurs du secteur communautaire et plus largement la gouvernance territoriale. En analysant les actions et les modes d’adaptation des acteurs locaux, nous porterons attention à ce que nous pourrions qualifier parfois d’innovations sociales, comme réponse au contexte actuel.
