Papers presented at an international roundtable consultation at Hotel Imperial, Vienna, on 21 September 2023. After the end of the Cold War, powerful states have repeatedly invoked the “responsibility to protect” to justify the use of force. However, in many instances, those who claim to act out of moral or legal obligation refuse to bear responsibility for the consequences. This volume critically examines how the concept of "responsibility" is used in international relations, with contributions from scholars and practitioners from Austria, Canada, China, Denmark, France, Germany, Iceland, India, Italy, Serbia, Türkiye, the United Kingdom, and the United States.
