Abstract
My Research analyzes the Canadian Drugs and Substances Strategy (CDSS) for the presence of empathy in both policy creation and implementation. Specifically, I argue that the CDSS lacks empathetic engagement with the policy-affected as a symptom of its symptomatically neoliberal framework.
