1609-1610 Yılları Arasında Osmanlı Devleti'nin Merkezî Hazine Giderleri\nBu çalışmamızda Osmanlı Devleti’nin kudretli bir yükseliş devresinden sonra 16. yüzyılın son çeyreğinden başlayarak 17. yüzyılın ilk çeyreğinde son bulan bir bunalım döneminde güneş yılı esasına dayanarak tutulan ve bir mali yılı kapsayan Osmanlı Devleti’nin merkezî hazine giderleri incelenmiştir.\nBu dönem Osmanlı Devleti sınırları içerisinde tağşişle (develüasyon) başlayıp uzun süreli Avusturya ve İran savaşlarıyla devam edip, celâli isyanlarıyla son bulmuştur. \nAvrupa’da ise devletlerin deniz aşırı seferler ve müstemleke politikalarıyla zenginleştiği ve dünya ticaret yollarını ellerine geçirip uluslararası arenada seslerinin daha gür çıktığı bir dönemdir.\nOsmanlı tarihi açısından kritik bir öneme sahip bulunan bu 30 yıllık sürecin son demleri olan 1609–1610 mali yılı Osmanlı Devleti Merkezî Hazine Giderleri, bu giderlerin muhasebe kayıtlarını tutan Başbakanlık Osmanlı Arşivi’nde Kamil Kepeci Kataloğu Büyük Ruznamçe B bölümünde 1788 Genel Sayı No’lu ruznamçe gider defteri esas alınıp tez çalışmamızın konusu olarak incelenmiştir. \nABSTRACT\nThe expenditure of the Ottoman State’s central treasury between 1609-1610\nThis study aims to analyze the Ottoman State’s central treasury expenditure, kept in accordance with the solar year system, pertaining to a period of depression, which began at the last quarter of the 16th century and lasted until the first quarter of the 17th century after a mighty rising period of the Ottoman State. The expenditure covers one fiscal year.\nThis period began with the devaluation within the boundaries of the Ottoman State, continued during the longtime wars with Austria and Iran and finally came to an end with the Jelali Revolts. \nIt also is a period during which the countries in Europe grew rich through the oversea voyages and colonial policies and possessed a louder voice on the international platform by obtaining the world trade routes. \nThe expenditure of the Ottoman State’s central treasury of the fiscal year 1609-1610 being the last part of this thirty-year-period of time has great importance for the Ottoman history and is therefore the subject of our thesis, based upon the journal book of expenditure with the 1788 General Number of Part B of The Great Ledger of Kamil Kepeci Catalog in the Premiership Ottoman Archive, which keeps the accounts of this expenditure.
