Abstract
20년 전부터 시작된 정보 혁명은 정보 전달 방식뿐 아니라 사회 생활의 모든면을 변화시켰다. 캐나다 연방 정부와 주는 정책적으로 학교와 가정에 컴퓨터 사용을 확산시켰고, 최근에는 인터넷이라는 광섬유망을 이용하여 상업, 정보 교환, 오락 등 다양한 활동을 추진하고 있다. 저자는 이러한 신기술이 문화적인 면에 끼친 영향에 초점을 맞추어, 인터넷망의 접근이 일반화되면 문화의 모든 영역에 결정적인 영향을 줄 것이라는 가설을 세운다. 즉 웹(Web)이 물리적인 거리의 개념을 무너뜨리고 문화 사이의 상호작용을 증대시킨다는 것이다. 전통적으로 한 문화는 영토를 토대로 그 사회의 공통 자질의 합 - 보통 한 언어 또는 경우에 따라서는 종교에 의해 공고히 되는 관습의 합 - 으로 여겨졌다. 문자가 존재하지 않았던 시대에도 인간은 자신이 태어난 사회의 공통된 기본 가치를 완전히 공유하였고, 각 개인에게 문화란 운명과 같은 것이었다. 이러한 문화의 개념은 문자의 출현으로 급진적으로 바뀌었다. 문자는 삶의 방식을 완전히 바꾸었고, 새로운 가치를 창출하였다. 더 이상 문화는 정해진 영토에 국한된 것이 아니었다. 인쇄술의 발전으로 책이라는 매체가 등장하자, 문학이라는 형태로 사상의 순환은 가속화되었다. 물리적으로 멀리 떨어져 있는 독자들은 책을 통해 인간활동의 다양성을 찾고자 하는 욕구를 충족할 수 있게 되었다. 새로운 매체들이 출현할수록 점점 더 전통적인 구술사회에서 멀어지게 되었다. 자유로이 세계를 여행할 수 있고, 직업을 유동적으로 바꿀 수도 있으며, 새로운 나라로 이민을 갈 수도 있듯이, 오늘날 문화는 더 이상 운명이 아니라 선택이다. 캐나다는 처음으로 다문화주의에 관한 정책을 수용한 나라이다. 다양화에 대한 노력은 수년동안 발전되어 다문화중의 정책(Politique 여 multiculturalisme), 캐나다 헌장(Charte canadienne des droits)등과 같은 정치적이고 법적인 구조에 통합되어 나타났다. 캐나다는 완전히 이어져 있는 동질적인 조직체이기 보다 모자이크이기를 선택할 만큼, 민족의 다양성을 인정함과 동시에 인종, 종교, 문화의 다양성을 인정하고, 이를 국가 통합의 본질로 여기고 있다.
