This study aimed to clarify the process of providing education in French and the formation of a French school board through an analysis of the debate in the Legislative Assembly of British Columbia, Canada, and to examine how minority rights are guaranteed in the province. In the Canadian Charter, Canada provides for Minority Language Educational Rights and guarantees school instruction in English and French. Based on these rights, each province has established language school boards with jurisdiction over education in English or French. An analysis of the debate in the Legislative Assembly regarding education in French, and the establishment of a language school board, revealed the following two points. First, there was a consensus that minority rights in BC should be equal to those of the majority. Second, the guarantee of minority rights was not led by the Ministry of Education but influenced by other provinces and court decisions.
