Abstract
As has been learned through bitter experience by countless communities throughout the country, a town that "just grows" has many mor e problems to face than one which has been planned.It is f^ar easier to develop municipal facilities, water supply, electrical systems, parks, schools, and so on if a community h as anticipated future needs.It was in accordance with this experience that the study of characteristics of population, occupations, and housing in the city of Delano, California, was undertaken by the author in cooperation with the members of the Delano City Planning Commission, who a re now engaged in preparing a comprehensive, long-terra general plan for the physical development of the city.Delano is located astride U.S. Highway 99 and the main line of the Southern Pacific Railroad, in the northern part of Kern County.It is approximately 55 miles north of the south end of the rich San Joaquin Valley and is bounded on the north by the Kern-Tulare County Line.Delano is situated on land which is ideal for agricultural use and it is framed by vineyards which give a neat, attractive appearance to the fringe areas of the city.Its population is approximately 11,(XX).Ever since 1873* when it was the railhead of the Southern Pacific Railroad during its southward construction, Delano has
