Abstract
RÉSUMÉ : La majorité des grands projets d'infrastructures apportent leurs lots de défis. Le gestionnaire de ce type de projet peut se buter à plusieurs écueils, et ce, à toutes les étapes, du démarrage en passant par les phases de planification, de réalisation et de clôture. Une bonne préparation à l'étape de la planification permet sans doute de gagner du temps aux phases subséquentes. Outre les retards du chantier, les délais de financement ou les imprévus de construction, une mauvaise gestion des parties prenantes peut faire échouer tout un projet. La réalisation d'un bâtiment à vocation culturelle ne fait pas exception et certaines caractéristiques spécifiques à ce domaine doivent être prises en compte. Ce type de projet implique de nombreuses parties prenantes souvent hétérogènes et poursuivant des objectifs qui leur sont propres. Le projet de relocalisation des infrastructures de la Coopérative de solidarité Paradis (projet d'infrastructure du Paradis), un organisme à but non lucratif (OBNL) œuvrant dans le domaine des arts, situé dans la ville de Rimouski, au Québec et ayant pour mission d'offrir des lieux de diffusion à un ensemble d'organismes culturels ainsi qu'à des artistes ou artisans, en est un très bel exemple et constitue le terrain de recherche de ce mémoire. Cette recherche a pour objectif d'apporter une contribution dans le domaine de la gestion de projets culturels, afin d'optimiser les actions à poser pour amener les gens, non seulement à adhérer au projet, mais également à s'y impliquer sur une longue durée. Pour l'aspect méthodologique, celle de la cartographie des concepts en groupe (CCG) a été utilisée pour identifier ce qui agit sur le niveau d'intérêt des participants, face à un projet de ce type. Pour ce faire, suivant cette démarche méthodologie qui allie les approches quantitatives et qualitatives, ce sont plus d'une centaine de personnes qui ont contribué à la cueillette de données et qui constituent le terreau de recherche. Ce mémoire repose également sur la matrice pouvoir/intérêt et le diagramme typologique des parties prenantes, présentées entre autres dans le Guide du corpus des connaissances en management de projet : PMBOK, pour identifier les différents facteurs devant être pris en compte pour susciter, chez les parties prenantes internes et externes d'un projet d'infrastructure culturelle, une adhésion forte et durable. -- Mot(s) clé(s) en français : pratique de gestion, parties prenantes, infrastructure, culture, gestion de projets. -- \nABSTRACT : Most major infrastructure projects bring their own set of challenges. The manager of this type of project can come up against several pitfalls at all stages, from start-up through the planning, implementation and closing phases. Good preparation at the planning stage undoubtedly saves time in the subsequent stages. In addition to site delays, funding delays or construction contingencies, poor stakeholder management can cause an entire project to fail. The realization of a building with a cultural vocation is no exception and certain characteristics specific to this area must be taken into account. This type of project involves a multitude of stakeholders who are often heterogeneous and have dichotomous aims. The project of the Coopérative de solidarité Paradis, a non-profit organization (NPO) working in the arts, located in the city of Rimouski, Quebec and whose mission is to provide venues for a group of cultural organizations as well as to artists or craftsmen, is a very good example and constitutes the research ground of this thesis. This research aims to make a contribution in the field of cultural project management, in order to optimize the actions to be taken to get people, not only to join the project, but also to get involved over a long period of time. For the methodological aspect, that of the concept mapping was used to identify what acts on the level of interest of people, facing a project of this type. To do this, using this methodology which combines quantitative and qualitative aspects, more than a hundred people have contributed to the data collection and who constitutes the research breeding ground. This thesis is also based on the power / interest matrix and the typological diagram of the stakeholders, presented among others in the Guide to the body of knowledge in project management: PMBOK (2013), to identify the different factors that must be taken into account. to ensure, among the internal and external stakeholders of a cultural infrastructure project, a strong and lasting adhesion. -- Mot(s) clé(s) en anglais : management practice, stakeholders, infrastructure, arts, project management.
