RÉSUMÉ : Depuis l'effondrement des stocks de poissons dans le golfe du Saint-Laurent (GSL), suivi de l'imposition des moratoires, ces stocks tardent à se rétablir de même que les engagements du ministère des Pêches et Océans à élaborer un plan de rétablissement pour chacun de ces stocks tardent à se concrétiser. Le but de ce travail était donc de comprendre et d'établir un état des lieux de ces processus en cours pour la morue franche, la plie canadienne, la plie rouge et la merluche blanche. De ce fait, les approches de recherche qualitative exploratoire et descriptive ont permis d'utiliser simultanément l'analyse documentaire, les entrevues semi-dirigées et l'observation non participante comme outils de collecte et d'analyse des données. Les principaux résultats montrent dans un premier temps que la prédation par le phoque gris représente un enjeu majeur au rétablissement de ces stocks, dont le niveau d'effondrement actuel laisse certaines personnes pessimistes quant à l'importance d'élaborer un plan de rétablissement pour ces stocks. En revanche, pour d'autres, un plan pour ces stocks permettrait d'assurer la biodiversité des écosystèmes, de connaitre et de comprendre tous les facteurs influençant le rétablissement afin d'espérer un potentiel retour. Ensuite, les résultats montrent que les plans sont en cours de réalisation et leur contenu n'est pas encore public. Cependant, le ministère a pour objectif de livrer les plans pour tous ces stocks conformément aux nouvelles dispositions sur les pêches au courant de l'année 2024. Enfin, les changements apportés à la Loi sur les pêches viennent renforcer l'indépendance des pêcheurs vis-à-vis de l'industrie, ainsi que l'autonomie et la complémentarité de cette loi par rapport à la Loi sur les espèces en péril. En somme, cette recherche aura donc permis d'établir que le processus d'élaboration des plans de rétablissement pour les poissons du GSL est complexe, comme celui de la gestion des stocks effondrés, exacerbé par l'impact du phoque gris, et dont l'abondance ne cesse de croître exponentiellement. Ce travail nécessite d'être approfondi à l'aide des cadres théoriques sur la gouvernance, l'analyse des parties prenantes et la complexité des processus. -- Mot(s) clé(s) en français : poissons de fond, rétablissement, stock, effondrement, golfe Saint-Laurent, phoque gris. -- \nABSTRACT : Since the collapse of the fish stocks in the Gulf of St Lawrence (GSL) followed by the imposition of moratoriums, these stocks have been slow to recover and the commitments of the Department of Fisheries and Oceans to develop a recovery plan for each of these stocks have been slow to materialise. The purpose of this work was therefore to understand and establish a status report on these ongoing processes for Atlantic cod, American plaice, winter flounder, and white hake. Therefore, an exploratory qualitative research approach combined with a descriptive approach allowed the simultaneous use of documentary analysis, semistructured interviews and non-participant observation as data collection and analysis tools. The main results show firstly that predation by grey seals represents a major issue in the recovery of these stocks, whose current level of collapse leaves some pessimistic about the importance of developing a recovery plan for these stocks. For others, on the other hand, a plan for these stocks would make it possible to ensure the biodiversity of the ecosystems, to know and understand all the factors influencing the recovery to hope for a potential return. Secondly, the results show that only a draught of these plans with unfinished objectives is currently available. However, the department clearly has the ambition to deliver plans for all these stocks in accordance with the new fisheries provisions during 2024. Finally, the changes to the Fisheries Act reinforce the independence of fishermen from the industry, as well as the autonomy and complementarity of this Act in relation to the Species at Risk Act. In sum, this research has established that the process of developing recovery plans for SLG fish is as complex as that of managing collapsed stocks, exacerbated by the impact of the grey seal, which is protected and whose abundance continues to grow exponentially.
