Abstract
El artículo expone cómo durante el conflicto ~rmado en la comuna 13 de la ciudad de Medellín, el trabajo organizativo y la participación comunitaria se afectaron por el recorte de las libertades de organización, movilización y expresión como consecuencia de los órdenes autoritarios establecidos por los grupos armados, y de las confrontaciones violentas en la lucha por el control territorial. La autora también muestra cómo a pesar de las restricciones, en medio del conflicto arma- do, se da una reactivación y fortalecimiento de las organizaciones, debido de una parte a los procesos, recursos y fortalezas internas, en términos de resistencias, liderazgos y capacidad organizativa, y por otra, por condiciones externas relacionadas con los cambios generados a partir de la Constitución de 1991, el respaldo de ONG y las políticas de la administración municipal. Todo lo cual es un potencial para el desarrollo social de esta comuna.
