Abstract
Cette recherche s'intéresse au multinationalisme canadien, selon la perspective particulière de sa principale minorité nationale, la nation québécoise, et tente de porter un éclairage nouveau sur le fédéralisme comme forme d'organisation politique devant faciliter l'épanouissement et le maintien des identités nationales minoritaires. Plus concrètement, nous cherchons à clarifier la question de recherche suivante: La fédération canadienne a-t-elle déjà été un mode d'arrangement institutionnel favorable à sa principale minorité nationale? Pour ce faire, nous nous intéressons à certaines expériences internationales à partir desquelles est établi un cadre d'analyse comprenant les conditions nécessaires à la réussite du fédéralisme comme mode d'arrangement institutionnel en faveur des minorités nationales dans les démocraties occidentales. Ce cadre d'analyse est ensuite utilisé pour étudier plus en profondeur le cas canadien entre 1867 et 1982. Nous en concluons que jusqu'en 1982, le fédéralisme canadien s'est graduellement éloigné du modèle des conditions idéales de fédéralisme pour les minorités nationales.
