article faisant partie du Special issue “La sécurité européenne au prisme des pratiques” sous la direction de Amélie Forget (Université de Montreal-CEPSI) et Antoine Rayroux (CEPSI-REPI) L’analyse de l’engagement des États et des institutions européennes dans le renforcement de la Force intérimaire des Nations Unies au Liban (finul) (2006) permet d’apporter des éléments de discussion relatifs à la (non-)existence d’une culture stratégique européenne. Constatant les lacunes dans les analyses traditionnelles de la culture stratégique européenne, focalisées sur la divergence des racines nationales de celle-ci, nous prônons la nécessité de prendre également en considération l’origine normative de la culture stratégique européenne à l’échelle internationale hors ue. À ce niveau, les élites politiques et militaires européennes sont socialisées, ce qui favorise la formation d’une vision partagée de sécurité et défense avant même sa codification proprement dite dans une politique psdc. The analysis of the commitment of European Member States and European institutions in the reinforcement of the United Nations Interim Force in Lebanon (unifil) (2006) allows highlighting elements in the discussion concerning the (non-)existence of a European strategic culture. Taking as a starting point the gaps in the classical analyses of the European strategic culture, which focus on its divergent national roots, we consider necessary to also take into account the normative origin of a European strategic culture at the international level, outside the eu. At this level, the European political and military elites are socialized, thus permitting the construction of a shared security and defence vision, before it being clearly codified in the csdp.
