Abstract
L'objectiu d'aquesta tesis és esbrinar si el vigent sistema de finançament local garanteix la suficiència financera de les Hisendes Municipals. \n \nPer tant, s'analitza si l'actual configuració dels ingressos municipals és l'adequada per tal que els Ajuntaments puguin realitzar les seves funcions i prestar els seus serveis en una situació de suficiència financera. En d'altres paraules, els recursos financers actuals permeten als Ajuntaments cobrir la totalitat de les seves despeses? \n \nPer aquest motiu, en primer lloc es realitza una aproximació històrica a la suficiència financera dels Ajuntaments durant el període constitucionalista i, en segon lloc, s'analitzen els principals recursos econòmics de les Hisendes Municipals avui: els tributs propis, la participació en els ingressos de l'Estat i les participacions en els ingressos de les Comunitats Autònomes. \n \nEl producte de la recerca és un conjunt de propostes de reforma i millora del sistema de finançament local, orientades a la consecució de la suficiència financera de les Hisendes Municipals.
