Abstract
Créé en 1974, le Fonds de solidarité des groupes populaires du Québec métropolitain représente le plus ancien des fonds locaux des régions de Québec et Chaudière-Appalaches. Officiellement voué à la défense des droits, le Fonds a dû se situer, au cours de son histoire, par rapport aux deux principales stratégies des mouvements sociaux, c'est-à-dire l'action revendicative, d'une part, et le partenariat, d'autre part. Comment le Fonds a-t-il transigé avec ces orientations depuis ses débuts ? Ce texte tente de répondre à cette question en cherchant à mieux connaître le contexte de son émergence, les acteurs impliqués, la structure du pouvoir et l'organisation des activités. La conclusion fait état d'un bilan global du Fonds.
