Abstract
This article analyzes the three cycles of university expansion in Argentina during the first quarter of the 21st century (2000-2023), examining the political and institutional dimensions that characterized each period. Through documentary analysis of legislative projects, committeeopinions, and parliamentary debates, patterns are identified in the creation of 20 national universities, distributed across three distinctive periods: 2007-2009 (9 universities), 2013-2015 (6 universities), and 2023 (5 universities). The research revealsthat these expansion cycles respond more to political-electoral circumstances than to systematic planning of the university system. This work contributes to the understanding of how political factors decisively influence the configuration of the Argentineuniversity landscape, beyond the technical arguments presented in legislative projects.
