La universidad en disputa: análisis de los ciclos de expansión universitaria argentina (2000-2023)

Abstract
Este artículo analiza los tres ciclos de expansión universitaria en Argentina durante el primer cuarto del siglo XXI (2000-2023), examinando las dimensiones políticas e institucionales que caracterizaron cada período. A través de un análisis documental de proyectos legislativos, dictámenes y debates parlamentarios, se identifican patrones en la creación de 20 universidades nacionales, distribuidas en tres períodos distintivos: 2007-2009 (9 universidades), 2013-2015 (6 universidades) y 2023 (5 universidades). La investigación revela que estos ciclos de expansión responden más a coyunturas político-electorales que a una planificación sistemática del sistema universitario. El trabajo contribuye a la comprensión de cómo los factores políticos influyen decisivamente en la configuración del mapa universitario argentino, más allá de las argumentaciones técnicas presentadas en los proyectos legislativos.
