L'industrialisation au Québec à la fin du XIXe et au début du XXe siècle est généralement perçue comme un phénomène propre à quelques centres urbains. Ce modèle comporte cependant plusieurs lacunes. Dans le cas de l'industrie du cuir, de nombreuses petites municipalités québécoises sont demeurées des centres de production d'articles en cuir tout au long du dernier siècle. Le cas du secteur de Loretteville (Loretteville, Saint-Emile et Village huron-wendat) est d'ailleurs particulièrement intéressant de ce point de vue puisque son industrie du cuir se maintient mieux que celle de la ville de Québec. Comment peut-on expliquer, alors que Québec connaît un net déclin de son industrie du cuir, qu'un espace situé à sa périphérie arrive à mieux se positionner dans les marchés nord-américains. Pour expliquer ce phénomène, il a fallu se pencher sur les facteurs de localisation des entreprises. Cette situation nous amène inévitablement à constater, qu'au-delà des inconvénients que représente une installation en périphérie, il est possible pour les entreprises d'améliorer leur positionnement sur les marchés en spécialisant leur production et en profitant de l'expertise particulière de la main-d'œuvre locale.
