Abstract
Norðurskautsráðið er alþjóðlegur samráðsvettvangur ríkja, stofnana og samtaka frumbyggja sem stofnað var með Ottawa yfirlýsingunni árið 1996. Starfsemi ráðsins hefur breyst mikið síðustu tvo áratugi og nú er svo komið að þessi samráðsvettvangur hefur staðið að gerð þjóðréttarsamninga, er með fasta aðalskrifstofu og vísi að undirstofnunum. Þó er ekki um eiginlega alþjóðastofnun að ræða í skilningi þjóðaréttar. Til þess að skilja af hverju svo er verður fjallað ýtarlega um starfsemi ráðsins en einnig verður Norðurskautið sjálft skoðað, hvaða reglur gilda um það og hver séu helstu álitaefni þess. Einnig verður rýnt í hugtakið „alþjóðastofnun“, hvað einkennir alþjóðastofnanir og hvernig þær verða til. Loks verða framtíðarhorfur Norðurskautsráðsins rannsakaðar, hvaða álitaefnum ráðið stendur frammi fyrir og hvort mögulegt sé að það sé alþjóðastofnun í fæðingu.
