Abstract
The Baffin Bay/Davis Strait (BBDS) region depends \nheavily on shipping. This sector is an important driver of \neconomic activity. \n• Shipping in the region is generally expected to benefit \nfrom climate change. This benefit will probably facilitate \nsome growth in the industry. \n• However, other drivers of change are probably more \nimportant than climate change. Other important drivers \ninclude issues of geopolitics (e.g., Suez and Panama \ncanals, political issues outside the region), global and \nregional economies (e.g., effects on mining, oil exploration/ \nexploitation, and other industries), national priorities \n(e.g., deep-water port projects along the Canadian coast), \nand insurance (i.e., winter shipping versus summer shipping). \n• Increased shipping may bring some positive economic \nimpacts to the region. However, local residents express \nconcern for the social, cultural, and environmental effects \nrelated to expansion. \n• Shipping-related environmental impacts on ecosystems \nand species in the region include oil (and chemical) spills; \nnoise and disturbance, underwater and above; garbage \n(including organic); invasive species; and light (i.e., \nartificial illumination) disturbance (especially of seabirds). \n• Some shipping regulations related to environmental impacts \nare currently in place, and new regulations related to the \nIMO Polar Code and the IMO Ballast Water Management \nConvention will be important additions. These regulations \ndo not, however, include guidelines for accidental (oil) spills, \nuse of heavy fuel oil, or noise disturbance. \n• The BBDS region contains a number of areas of \nheightened ecological importance and significance. \nThough these areas are not necessarily ecologically \nvulnerable to environmental impacts from shipping (i.e., \nif there are no shipping-related activities or threats in the \narea), the foreseen changes in shipping may require longterm \nmanagement and adaptation planning – that is, an \nadaptive ecosystem-based management (EBM) approach. \n• Very limited information is currently available on how \nincreased cruise traffic may affect culturally important \nsites. Large numbers of tourists wandering on fragile sites \nmay lead to damage. \n• Significant areas of the BBDS region are poorly charted \nor are not charted at all. Increased investment in charting, \nice monitoring research, and multi-use infrastructure \nis needed. \n• Safety is a serious concern for some ship types (i.e., \npassenger vessels and pleasure craft). Should an accident \ntake place involving hundreds of passengers in harsh weather \nconditions, are safety devices on board and are search and \nrescue capacities adequate to quickly rescue them? \n• In the future, the shipping sector will require increased \nsupport, management, and regulation in order to reduce \nsafety issues and to manage cultural and environmental \nchallenges.
