Abstract
Cette recherche se veut une analyse de contenu entourant la pauvreté, l’exclusion et les inégalités sociales et son influence sur la participation sociale des personnes à faible revenu dans les régions de Québec et de la Chaudière-Appalaches. Elle s’attarde d’abord au discours de l’État et particulièrement à celui du ministère du Travail, de l’Emploi et de la Solidarité sociale, chapeautant la Loi 112 visant à lutter contre la pauvreté et l’exclusion sociale et responsable des plans d’action prévus par cette dernière. Elle aborde aussi l’altération des programmes d’assistance sociale sous l’idéologie néolibérale ; d’une assistance universelle et inclusive à une aide méritocratique catégorisée basée sur l’employabilité. Il est également question du discours populaire, donc des représentations sociales du « pauvre » et de la pauvreté, ainsi que de la dynamique créée avec le discours officiel et comment ils s’alimentent entre eux, rendant les individus responsables de leur situation socioéconomique, sans prendre en considération les mécanismes structuraux pouvant mener à la pauvreté.
