Arquitecto por la Universidad Nacional de Ingeniería, con maestría europea en Diagnóstico y Reparación de Edificaciones por la Universidad de Sevilla, con especialidad en Regeneración Urbana por el Politécnico de Lublin. Además, posee estudios de posgrado en Manejo de Edificaciones Históricas en la Universidad de Lund y en Proyectos Culturales para el Desarrollo en el Centro Internacional de Formación OIT / Università di Torino y cursos especializados en charrettes de diseño urbano acreditados por el National Charrete Institute y la Universidad de Harvard. Héctor reside en Vancouver donde está colegiado y trabaja para Merrick Architecture. Anteriormente ha trabajado para Walter Weberhofer, el Instituto Getty en Los Ángeles. Ha colaborado con el MoMA y ha escrito sobre historia de la arquitectura y del urbanismo en Arkinka, The Plan (Bologna), Summa+, Planning Perspectives y Site. Es miembro de la Sociedad de Historiadores de Arquitectura, la Fundación Arthur Erickson e ICOMOS Canadá.
