Abstract
Francuski filozof i povjesničar ideja Michel Foucault u svojoj Istoriji seksualnosti na idući način opisuje začetke populacijske politike: "U osamnaestom stoljeću jedna od velikih novina u tehnikama vlasti bila je pojava 'stanovništva' kao ekonomskog i političkog pitanja: stanovništva-bogataša, stanovništva-radne snage (...) stanovništva u ravnoteži između vlastitog rasta i sredstava kojima raspolaže.Vlade uviđaju da nemaju posla samo sa podanicima, pa ni sa 'narodom' , nego sa 'stanovništvom' i svojstvenim mu pojavama (...): stopom rađanja, stopom smrtnosti, životnim vekom, plodnošću, zdravstvenim stanjem, učestalošću poboljevanja, oblicima ishrane i stanovanja.(...) U srži tog ekonomskog i političkog pitanja stanovništva, seks: treba analizovati stopu rađanja, godine stupanja u brak, zakonita i nezakonita rođenja, prevremenost i učestalost polnih odnosa, puteve da se oni učine plodnim ili jalovim, dejstvo neženstva ili zabrana, primjenjivanje postupaka protiv začeća (...) ovo je prvi put da jedno društvo tvrdi (...) kako su njegova budućnost i sreća povezani ne samo sa brojem i vrlinom njegovih građana, ne samo sa propisima o braku i sa ustrojstvom porodice, već i sa načinom na koji se svako služi svojom polnošću." 1 1 Početkom 20 st.ovaj je koncept populacijske politike u Evropi nadograđen eugenikom, konceptom socijalne i rasne higijene, socijalnog Darvinizma sukladno kojima se, manje ili više sistemski i institucionalno, usmjerava, regulira razvoj i obnova "stanovništva" unutar državnih okvira, kroz diferencijaciju i kategorizaciju članova društva, pojednostavljeno rečeno, na "superiorne" i "inferiorne", te se prema tome nastoji utjecati i na njihovu odluku i pravo na brak i reprodukciju.Pomenuta superiornost
