Abstract
Rich Waller: When he [George Moscone] became elected Mayor [he] changed the face of government. That the face of government began to look like the people who lived in the city and began to address the things that people really deeply care about, and it wasn’t just about downtown. It was about housing. It was about jobs. It was about clean environment. It was about gay rights. It just covered the whole scheme of things because he opened the city government up to all the constituencies who had never had a seat at the table before.
