Water allocation in Ontario: Can municipalities assume a greater role?

Abstract
During the past 10 years there has been a trend in Ontario towards deregulation of certain water management responsibilities to local agencies. One aspect of water management that has been a focus of concern for a number of municipalities is water allocation. However, little is known about the willingness and the capacity of municipalities to assume this greater role. An evaluative framework was designed to assess the extent to which municipalities can become more involved in water allocation. The framework considers six factors, institutional, political, social, financial, technical and networking/partnership and was applied to three cases studies. Research findings from key informant interviews and document analysis indicate that there is interest in an increased local role in water allocation, although the degree of interest and capacity to perform this role varied among the municipalities studied. Constraints include inadequate funding and resources, limited technical knowledge and skills, and lack of institutional support from the Province.
