I Over the years, parties to the dispute have included Canada, India, Japan, Australia, and others.The chief antagonist throughout, however, has been the European Union (EU).In 1972, the EU lodged its initial complaint against the United States in response to then-existing U.S. tax provisions which provided savings for U.S. exporters.See infra note 64 and accompanying text.The EU filed complaints against the United States in 1997 and again in 2000.
