In 2002 the Que?bec government introduced its Water Policy (' La Politique nationale de l'eau') in response to growing water-related issues at multiple scales. The policy aims in part to promote a collaborative and participative approach through Integrated Watershed-Based Management (IWBM) by designating 33 priority watersheds throughout the province. This thesis focuses on the factors enhancing and constraining the effectiveness and success of two priority Watershed Councils in the Gaspe? Peninsula, in the context of the Que?bec Water Policy. An evaluative framework was developed to assist in identifying facilitating and limiting factors. The framework is comprised of seven process criteria and seven environmental and social outcome criteria. Through interviewing key informants from two case study Watershed Councils (WCs), and through document analysis, factors influencing WCs' effectiveness were identified. Recommendations to overcome challenges and improve the effectiveness of watershed partnerships and IWBM implementation are made.
