Abstract
'Die Parlamente in Moskau und Minsk haben dem 'Open-Skies-Vertrag' am 18. April bzw. 16. Mai 2001 zugestimmt. Die Ratifikationsurkunden wurden den beiden Depositarmaechten Kanada und Ungarn am 2. November 2001 uebergeben. Die Ratifikation des Vertrags durch die Ukraine war bereits am 2. Maerz 2000 erfolgt. Damit kann der Vertrag - knapp 10 Jahre nach der Unterzeichnung am 24. Maerz 1992 - am 1. Januar 2002 in Kraft treten. Militaerische Vertrauensbildung ist in dem von Vancouver bis Wladiwostok reichenden Anwendungsgebiet nach wie vor aktuell, etwa im Hinblick auf die NATO-Erweiterung oder die beabsichtigte Einrichtung von Raketenabwehrsystemen in den USA. Die bisherige Testpraxis hat den Beweis erbracht, dass das Instrument der Beobachtungsfluege jederzeit effektiv einsetzbar ist. Das Modell koennte fuer Krisenregionen in anderen Teilen der Welt ein Beispiel abgeben.' (Autorenreferat)
