Abstract
La conservation des ressources hydriques a des liens étroits avec la garantie universelle de l’accès à l’eau potable et à l’assainissement. Cela revient à mettre en évidence les rapports existants entre le « grand cycle de l’eau », son cycle naturel, avec le « petit cycle de l’eau », celui-ci concernant les usages humains comprenant ainsi le prélèvement, la distribution, la collecte et le traitement des eaux. L’article analyse les cadres juridiques relatifs à ces deux cycles de l’eau au Brésil, soulignant des points de contact entre le droit à l’eau et à l’assainissement et la conservation des ressources hydriques. On constate des obstacles pour les lier davantage en apportant la cohérence souhaitée, malgré des efforts récents du point de vue de la législation.
