Abstract
L’articolo presenta una riflessione sulla possibile relazione tra flussi migratori e processi di innovazione nella regione UE-MENA. La ricerca parte dall’analisi delle forme di migrazione forzata ed economica, ed i processi di innovazione sono introdotti in un secondo momento con riferimento agli effetti redistributivi del progresso scientifico e tecnologico. L’elemento rilevante è quello della distanza umana, relazionale, territoriale e cognitiva che caratterizza gli esclusi (outsiders) rispetto ai gruppi sociali egemoni (insiders), dando luogo a fenomeni migratori come risposta ai processi agglomerazione economica e di innovazione di prossimità in atto. A fronte di tali considerazioni si propone un quadro di riferimento logico entro il quale sviluppare le azioni e le misure di policy destinate a regolare i movimenti di persone e la cooperazione internazionale nella regione UE-MENA.
