Abstract
Sous nos yeux, la politique change d'échelle : du quartier urbain aux grands ensembles continentaux, l'organisation des collectivités humaines est en pleine transformation. Comment appréhender ce changement fondamental ? De quelle façon saisir la nature des nouveaux enjeux et des nouveaux modes de l'action publique ? Sur quelle base repenser la place de l'État ? Les initiateurs de cet ouvrage font le pari raisonné que le « territoire » est un niveau d'analyse pertinent : plus que jamais, le local constitue un enjeu central. D'abord parce que la restructuration urbaine est révélatrice du poids des métropoles dans l'organisation de l'économie « monde ». Également en raison de l'émergence, en leur sein, de dispositifs d'action inédits : nouveaux systèmes d'acteurs, nouvelles modalités de la vie démocratique, nouvelles stratégies de développement.
