Kaukokartoitusaineiston luotettavuus metsätilan arvon määrityksessä

Abstract
Työn tavoitteena oli selvittää automaattisovellusten luotettavuutta metsätilan arvon määrityksessä Metsänhoitoyhdistys Pohjois-Pirkan alueella. Työn tilaaja oli Metsänhoitoyhdistys Pohjois-Pirkka, ja yhteyshenkilönä toimi metsäasiantuntija Juhani Luumi. Metsänhoitoyhdistys Pohjois-Pirkan tekemät tila-arviot perustuvat summa-arvomenetelmään, ja maastomittauksissa käytetään Trestima-mobiilisovellusta. Verottaja pitää automaattisovelluksia perinteisiin maastomittauksiin perustuviin tila-arvioihin rinnastettavina. Automaattisovellusten taustalla on Luonnonvarakeskuksen ja Suomen metsäkeskuksen tuottamat avoimet metsävaratiedot. \n \nTutkimuksessa oli aineistona 50 metsätilaa metsänhoitoyhdistyksen alueelta, ja niiden käypiä arvoja vertailtiin keskenään. Aineistolle tehtiin varianssianalyyseja, joilla tutkittiin eri organisaatioiden tuottamien metsän arvojen eroavaisuuksia. Tutkimuksessa vertailtiin sekä metsätilojen käypiä arvoja että puuston määrää. Tutkimuksessa tehtiin myös esimerkkilaskelma perintö- ja lahjaverovaikutuksista eri metsän arvoilla. \n \nPuuston määrän arviointiin laserkeilaus on melko luotettava tapa, ja keskivirhe puuston määrässä on yleisesti Suomessa mittauksissa noin 15–25 %. Metsän arvossa kuitenkin hajonta on yksittäisillä metsätiloilla laajaa, ja tarkan arvon määrittämiseen suositellaan maastoinventointiin perustuvaa arvon määritystä. Maastokäyntiin perustuvassa tila-arviossa pystytään ottamaan huomioon esimerkiksi tilan erityispiirteet, metsänhoidollinen tila sekä metsätuhojen vaikutus metsätilan arvoon. Metsäsuunnittelu ja tila-arvioiden laadinta ovat kuitenkin murrosvaiheessa etenemässä kohti uusia toimintatapoja. Niissä avoimella metsävaratiedolla on myös oma roolinsa. Metsävaratiedon luotettavuuden parantuessa maastomittaukset metsätaloudessa vähenevät.
