La co-construcción de políticas públicas innovadoras en torno a la economía social

Abstract
La economía social constituye un factor importante de los distintos tipos de innovación, ya que amplía la gama de productos y servicios para sectores que no son cubiertos (nuevos productos o servicios), inicia prácticas en y entre organizaciones cooperativas (nuevos métodos) y ofrece nuevas oportunidades a protagonistas excluidos del sistema dominante (nuevas salidas). Al mismo tiempo, estimula una nueva clase de empresarios sociales o colectivos (nuevas organizaciones) (Bouchard, 2006). El presente artículo distingue y analiza experiencias significativas en términos de co-construcción y co-producción de políticas públicas en torno a la economía social, que permiten reflexionar sobre los aspectos que favorecen procesos de inclusión social. Las acciones realizadas y apoyadas por los gobiernos de Quebec en Canadá desde 1996, y de la provincia de Buenos Aires desde 2001, se enmarcan en procesos históricos sociales, económicos y políticos diversos que muestran aspectos en común que permiten realizar un estudio de tipo comparativo.
