Abstract
Amnesty International (Irish Section) launched a campaign on the rights of people \nwith mental illness in February 2003, with the publication of a report, ‘Mental Illness: \nthe Neglected Quarter’, \n2 \noutlining its concerns about the mental health services \ncurrently available in the Republic of Ireland (Ireland). \n3 \nMuch progress, has of course, \nbeen achieved in Irish mental health care in recent years. For centuries, in Ireland as \nthroughout much of the world, people with mental illness were separated from the \nrest of society and placed for long periods in large institutions with little or no \ntreatment, or worse, with radical and dangerous therapies applied to them. \nToday, the situation has much improved with a shift towards community-based \nservices and greater protection for those in in-patient care. This aim of this report is to raise awareness of the fact that absolute or relative \ndisregard of the needs of the homeless people with, or at risk of mentally illness is a \nserious human rights issue; and that Ireland’s homeless population has the right to the \nbest available mental health care, and the highest attainable standard of mental health, \nwhich is currently not being respected.
