L'articolo ricostruisce in maniera sintetica l'evoluzione delle politiche urbane a Palermo nell'ultimo ventennio, descrivendo in particolare la transizione dai temi del contenimento urbanistico e della riqualificazione urbana ai temi della competitività urbana e delle grandi infrastrutture.
